Why bare hubs?

Is there a good reason hubs are always uncoated? I’m in the middle of replacing one with this OE hub from the dealer (right), and was in awe to see one in its original rust-free, freshly machined, state.

Are they just left uncoated to save on production costs? Heat dissipation?
