My drinking increased dramatically after seeing Tom Cruise in the film Cocktail - if only there had been some screens up then I'm sure I wouldn't have wanted to be cool like him...

So, in such an establishment, I am dining with the wife and kiddies. I order a gin and tonic which arrives with a slice of lime affixed to the lip of the glass. I take the lime slice and twist it over the drink, releasing drops of lime juice into the drink. Have I broken the law by continuing the drink preparation process in plain view?

I think that would be defined as enhancement, not preperation. The drink was prepared prior to delivery to your table and was delivered in a ready to use form, as defined by your order of a specific concoction.
