Diesel into gas car conversion - legal questions

This is vw related but I think I'll get the best advice here. I have a friend...ahem...who wants to put a 1.6 turbo diesel from an 84 Jetta into his 85 gas-powered westy vanagon. He has a complete 84 Jetta turbo diesel, a complete 82 diesel vanagon and the 85 camper. Is there a legal way to do this in NC or is switching the VIN plates the only option? What about the federal certification sticker in the door jamb - does this need to be replaced as well or can it just be removed? Are new duplicate federal stickers available for wrecked cars for example? Converting the vanagon and selling the BMW takes him off the grid for petrol into 100% biodiesel/WVO independence (until his 240d needs another quart of oil )

If you switch VIN plates you might be getting cozy with a big hairy fellow in a small cell for a few years...........not kidding thats illegal. You will lose the vehicle adn you could do time.

if you have emmission testing in your area could be trouble. You can do many things if there is no testing or inspections though.

We have emissions in this county, thus the problem. If it were a non-emissions county, you could just show up and no one would notice that the engine was different than what was supposed to be there. I'm calling the DMV tomorrow.

It's undoubtedly different from state to state. Please post back and let us know how it goes. I'm interested in converting my 22RE powered Toyota pickup to a 2L-T diesel in Colorado, where we have emissions testing as well.
