Injector pump pressure

I was bleeding my injector lines in the process of startup, only one line wouldn't bleed. I completely lifted the line off the injector, turned the engine over with the starter and after several rotations only got a drip, drip, drip from the line. I then removed the line from the delivery valve and connected a clear piece of tubing to the output of the delivery valve, same effect; drip, drip, drip. I then proceeded to remove the delivery valve and diesel came flowing out of the pump at the delivery valve port.

What should I have seen from the line, and delivery valve output? I expected to see some high pressure squirts from the line and delivery valve. Is my delivery valve shot? The valve slides easily in/out of the carrier.
