90' 300CE emissions failed

Just finished a search on emissions failures and am looking for an answer and some feedback. Results follow:
TEST STANDARD READING (measured in g/mi)
THC 1.20 2.49 FAILED
NOX 3.00 3.01 FAILED
CO 30.0 2.8
CO2 N/A 717

Vehicle is run from 0-30 mph up to four times and test is over if emissions are within standards. In reviewing the four tests, the readings were working their way down. My suspician is a lack of heat as test was performed in AM at 42 degf ambient. Test was performed in Portland Oregon.

What is the typical life on a cap and rotor?
