I will be moving to California, and will thus have to deal with the tight emissions standards for my '83 500SL (euro), which has no cat, but did pass NY emissions without one. I have gotten a suggestion to make the CIS mix more lean to decrease CO, but am not sure how to do this. Any other suggestions would be welcome.

Wait till you get there & check law for Grey-market car exclusions. But I'll bet that you will wind up with a c/converter on the car.
