The data card is for a US spec car. It is most likely that some previous punter broke off the lever.

Just to follow up.... I did buy this car, and while going thru the glove box I found the cc stalk. Stuck it back into the switch, but it appears the switch contacts are broken. I will remove the assembly in the future to see if it is beyond repair. Thanks again for the input.
