Should the engine fan be on all the time?
Should the fan which is connected to the engine be turning all the time, even as soon as I start the engine and it's cold?
When the engine is off, I can spin the fan easily enough by hand

It should always spin up during cold start for about 15-20 seconds then spin freely. With the engine COLD and off, you should not be able to spin it more than 1/2 a turn.
