What's the story with the headlamps on this Euro 123?

"low spec" early euro headlights. Some of the first versions and less equipt versions of the w123 had them. Later versions and more equipt cars had the more well know type of euros.

Yes, but not as good as the other euro versions in terms of lighting the road for the driver.

Mud flaps are not that uncommon on W123's over here.
Those lights were on 240/300D's & 230E's prior to the update in about 1982. The front fenders are slightly different as well. My 1980 300d has those lights & my 1984 300D has the others. I think the older style throws a better beam pattern.

This is subjective.
If the US spec is completely stock with sealed beams, then YES, Euro lights are superior to the US stock sealed beam units. If the US spec headlight units have H4 E-Code replacements (Bosch, Hella, Cibie, Autopal, etc) then they are at par in terms of headlight performance. Some say the round Euros have marginally poor light output compared to the broadband "square" Euros. Thanks for the info.
I dunno. The smaller thing on the dash looks like a mic. Wonder if it was a cop car? Diesel?
