Vietnam was a creeping process, begun in WWII with Stillwell as military emissary from FDR. Eisenhower reintroduced a military presence in a misguided (IMO) attempt to hang on to western influence in Vietnam after the French retreated. Kennedy enlarged the mission. The rest is more commonly known.

Under each president the mission changed due to circumstances of world politics, mostly.
