Please be more specific on the symptom. Does it start every time and run perfectly for 1 or 2 sec then die or are the symptoms otherwise?

Well, I would guess either a fuel problem or a spark problem (OK well maybe that's not much of a guess). Anyway, can you verify either spark and/or fuel?

Assuming the spark plugs, spark plug wires, distributor cap and rotor OK, the first thing I would check is the vacuum hoses going to and from the Idle Control Valve. The bottom one going under the intake and the top one going to the intake manifold and going to the front of the air cleaner housing.
If those hoses are in good shape and tightly connected, I would then check the Fuel Pump Relay. If the fuel pumps are operating and the engine is getting fuel, I would verify you are getting spark. If not, then check the Crankshaft Position Sensor.

fuel pump and filter are both under the car. underneath the rear seat on the drivers side just in front of the rear tire. there's a cover over it, uses a 10mm to take the three plastic bolts off.

I'm curious steve n, how did you check the OVP relay? What test did you do that shows it to be OK?

I always perform a continuity test on fuses unless they are clearly blown.
Sometimes they "look" OK, but are not. I too am curious about how you tested the OVP.
