About the only fee that is under P&P's control is the entrance fee, which is the same whether there's a sale underway or not ($2 here in CA). The "environmental" fees and sales taxes are all tacked on by state and local governments and not something the yard has any control over. I've gotten some great bargains at the local P&P and am sorry the OP doesn't agree.
