The resistance sounds consistent with good plugs, and since you read a low resistance, the wire must be good.

It's only if there is an Open reading that there is a possibility of an open wire, or an open glow plug, and thus a need to double-check the wire.

Sounds like your problems are boiling down to something fuel related.
