If your locality requires emissions testing, and you don't have an 'out' such as registering your car as an antique, the inspector will probably fail you first for not having the converters. You may be required to re-install the converters before you can complete the emissions test. Also, some areas (Like Virginia) will fail for a missing converter on the annual safety inspection. There's also the fact that it's against Federal law to tamper with or remove emissions equipment.
