Sounds to me like you might have a throttle linkage problem.
Have a look in the FSM for the lengths that the linkages should be. (Let me know if you don't have the book / FSM)

The fuel supply comes from the bottom of the tank anyway so it isn't an especially bad thing to run the fuel low. If you live in a warm climate you can get stuff growing in your diesel fuel tank (apparently - I've never seen it - it never gets warm enough for weird stuff like that here)
I hope neighbour's wife's husband (I have to be specific about which neighbour I guess) is open minded about this plan of yours - especially if you're planning on filming this and putting it on youtube...
...you could do your own sucking if this turns into a tricky situation.
