Should I try to send this one out for rebuild or try to pick up a good used one on ebay? If it were a MB cruise control module I'd send it out for rebuild which is what I'll probably do with this.

Anything like an electronic control module is not something I would trust off ebay. If its just the problem you now describe, I would be inclined to just install a relay external to the unit to perform the earth switching. It would be far cheaper than a rebuild. But then I am not in your shoes to make the decision.
Good Luck getting it fixed !
