The parts float a bit with respect to each other. That is, the tubes have the flexibility to move up and down by design. I suppose that compared to a flexible tube, this hard tube system does not fail catastrophically - but does leak more over time.

The bottom tube bottom O-ring is supposed to fit roughly in the middle of the grommet. There should be a place in the inside diameter of the grommet where the o-ring will rest. A place where the diameter is slightly larger than the rest of the inside diameter.
