Sounds like the dreaded ACC servo. If it is the servo, you don't have a monovalve. There are solid state replacements for $$$ but even a standard replacement servo is $$.
Sorry, I missed the picture. It is definitely the dreaded ACC servo. You can search on the topic here and get a lot of info. Performance Products carries the new replacement.
Same servo was used in Chrysler Imperials.
