There is also another ALDA - looking thing on the rear back of the IP but it has a vacuum line connected to it so I assumed that's the shut down valve....

what you have on top is not an ALDA...it is an altitude compensator, and could be adjusted too rich.........ALDA is for boost only...and the thing out the back with a vacuum line is the shutoff solenoid.
